Officials begin crafting plan for WTO talks

MAR. 3 12:28 PM ET Trade ministers from 33 countries began crafting a rough plan Thursday to conclude talks to further liberalize global commerce by 2006, paying particular attention to the interests of poorer countries, officials said.
